The federal government wants to land a new interprovincial bridge on Aviation Parkway, which is closed to trucks today. Before it commits billions, Public Services and Procurement Canada should publish the traffic model, the truck routes, the transit plan, what Ontario has said, and the cost.

PSPC, show your work.

What PSPC says the bridge will do, and what residents are asking it to show before anything is decided.

  • PSPC says the bridge will take heavy trucks off King Edward Avenue.

Which trucks? Does King Edward close to them afterward? Dangerous goods past the Montfort?

  • PSPC says it will ease congestion between Ottawa and Gatineau.

Show the rush-hour volumes arriving on the 174 and the 417.

  • PSPC says it will strengthen public transit.

Which routes? Run by whom? Where is the OC Transpo and STO plan?

  • PSPC says it is working with provincial and municipal partners.

What has Ontario's Ministry of Transportation said about the 417 and the 174?

  • The plan calls for about 2 km of bridge and 9 km of road changes.

What do the road changes cost, and which government pays?

$8 billion, block by block.

PSPC says its cost estimate is still being developed. Until it publishes one, we're using $8 billion. Prove us wrong.

Transportation is local. Ottawa's elected leaders should decide which of Ottawa's transportation priorities get funded.

What Ottawa problem does the Kettle Island bridge solve?

Which of Ottawa's elected leaders is asking for it?

Drawn to scale. Costs as estimated in the year shown, not adjusted for inflation. The O-Train upload figure is Ottawa's saving over the life of the system, not a construction cost. Sources

  • O-Train upload to Ontario
    $4B, Ottawa's saving over the system's life (2026 memorandum)
  • Transit priorities to 2046
$2.2B, including the Baseline BRT and the Cumberland Transitway in Orléans (2025 plan)
  • Road priorities to 2046
$1.1B, including the Brian Coburn widening in Orléans (2025 plan)
  • Stage 3 LRT down payment
    $700M of the $8.3B Stage 3 estimate (2025)

Where the traffic lands.

About 11 km from Autoroute 50 to the 417, including about 2 km of bridge. Schematic, not to scale.

Live in the east end?

Commute on the 174, Montreal Road or Ogilvie every day?

Should the federal government prioritize Québec commuters and add delays to your daily commute?

Tell the Agency

The Government of Canada has tried this before.

  1. 2013

The NCC recommends this corridor. Ontario refuses to back it, and the NCC drops its study.

  2. 2016

A City of Ottawa and Ontario study finds a downtown truck tunnel feasible, at $1.7 to 2 billion.

  3. 2020

A refreshed federal study of three east-end corridors is kept for PSPC's internal use. Kettle Island later emerges as the preferred choice.

  4. 2025

The federal government commits to building the bridge by 2034. MP Mona Fortier says the corridor “does not meet Ottawa's needs.”

  5. 2026

Ottawa city council votes 23 to 2 to ask for more time to consult.
